SDG 4 TARGET 4.5: RACIAL INEQUALITIES IN HIGH SCHOOL IN MINEIROS-GO

Abstract

This study analyzes racial inequalities in secondary education in Mineiros/GO in light of SDG 4.5, which seeks to eliminate educational disparities for vulnerable groups by 2030. It investigates whether the race/color records from the School Census allow for targeted policies and how local anti-racist legislation addresses the educational bottleneck. The research uses document analysis of data from the School Census (2021–2024) on enrollment by race/color in the final years of elementary school and in regular secondary education, articulated with a literature review on the right to diverse education and structural racism. The results indicate a dropout rate of 41.5% in the transition between stages, a collapse of "undeclared" students, and persistent underrepresentation of Black students, while adult education (EJA) functions as a still insufficient return pathway. It concludes that statistical blindness in the records makes monitoring of Target 4.5 impossible and deepens structural inequalities. The proposals include a municipal protocol for racial registration, ongoing teacher training in anti-racist education, strengthening adult education programs, and creating a municipal observatory of educational and racial inequalities.
