MY HOUSE, MY LIFE PROGRAM AS A HOUSING POLICY: A LEGAL AND STATISTICAL ANALYSIS THROUGH FEBRUARY 2026

Abstract

The present article analyzes the Minha Casa, Minha Vida Program (MCMV) from a legal-institutional perspective, based on official statistical data released up to February 2026. It seeks to examine the program as an instrument for the realization of the social right to housing, provided for in Article 6 of the Brazilian Federal Constitution, as well as its normative, budgetary, and operational structure as a housing public policy. The methodology adopted is descriptive and documentary in nature, involving the analysis of governmental data regarding contracting targets, budget allocation, income brackets, and the social reach of the program. The results indicate a significant expansion of the MCMV in the recent period, with relevant implications for the legal debate on the effectiveness, selectivity, and distributive justice of public policies.
